| چکیده | ||
| پژوهش حاضر با هدف مطالعه الزامات مبنایی حکمرانی فرهنگی در ج.ا.ا مبتنی بر دیدگاه آیت الله خامنه ای (مدظله) انجام شد. این پژوهش در زمره پژوهش های کیفی قرار دارد که با روش تحلیل مضمون و بررسی آرای رهبر انقلاب در این زمینه صورت گرفت. جامعه مورد مطالعه بصورت هدفمند و در دسترس از میان متون و محتوای سخنرانی های رهبری در خصوص فرهنگ و حکمرانی فرهنگی و واژه های مرتبط با آن انتخاب شد. یافته های تحقیق نشان داد، نقطه گذاری در الگوی حکمرانی فرهنگی جمهوری اسلامی ایران، "الزام مبنایی مردمی سازی فرهنگ اسلامی" با محوریت دو مولفه "هدایت گری اسلامی فرهنگ" و "مشارکت دهی مردمی فرهنگ" است که برای تحقق آن الزامات زمینه سازی شامل "شاخص های نگرشی و عملکردی احسن"،"مدیریت فرهنگی" با ویژگی های مدیریت رو به جلو، انقلابی-جهادی، مشارکتی و جهت مند فرهنگ؛ "مهندسی فرهنگی" با ویژگی های اصلی توسعه بخشی هدفمند فرهنگ، استحکام بخشی یکپارچه فرهنگ و هویت سازی ملی فرهنگ؛ "گفتمان سازی فرهنگی" از طریق ذهنیت سازی ارزش های فرهنگی، اصلاح گری معیارمند فرهنگ و اعتبار و قدرت بخشی درونی فرهنگ؛ و در نهایت "نهادینه سازی شاخص های حاکمیت الهی" که شامل حکمرانی اسلام محور، مردم محور، فرهنگ محور، امام محور، قانون مدار، عدالت محور، آگاهی محور، مسئولانه، اتحادگرا، عزت مند است پیامد این نوع از حکمرانی فرهنگی، "تعالی بخشی شخصی و اجتماعی" می باشد. که پیشنهاد می‌شود در سیاستگذاری‌های فرهنگی کشور، مبانی و الزامات مطرح شده به عنوان چارچوبی کلان مدنظر قرار گیرد تا مسیر تحقق تمدن نوین اسلامی هموارتر گردد. | ||

| This study aims to examine the foundational requirements of cultural governance in the Islamic Republic of Iran, based on the views of Ayatollah Khamenei (may his dignity endure). It is a qualitative research conducted through thematic analysis of the Supreme Leader’s speeches and statements concerning culture and cultural governance. The research sample was purposefully selected from accessible excerpts of his speeches that addressed culture and related concepts. The findings indicate that the cornerstone of the cultural governance model in the Islamic Republic is the “fundamental necessity of popularizing Islamic culture,” centered around two key components: “Islamic guidance of culture” and “public participation in cultural development.” To realize this vision, several enabling requirements were identified: • Optimal attitudinal and performance indicators • Cultural management characterized by forward-looking, revolutionary-jihadi, participatory, and goal-oriented approaches • Cultural engineering with core features such as purposeful cultural development, integrated cultural consolidation, and national identity formation • Cultural discourse-building through value-oriented mindset formation, principled cultural reform, and internal empowerment and validation of culture • Institutionalization of divine governance indicators, including Islam-centered, people-centered, culture-centered, Imam-centered, law-abiding, justice-oriented, awareness-driven, responsible, unity-promoting, and dignity-based governance The outcome of such cultural governance is the “personal and social elevation” of society. It is recommended that these foundational principles and requirements be adopted as a macro-framework in national cultural policymaking to pave the way for the realization of a new Islamic civilization. | ||
