چکیده | ||
هدف از این پژوهش بررسی دلایل مداخلات خطمشی- اداره در ایران و مشکلاتی است که این مداخلات به وجود آورده است، مشکلاتی همچون، سیاست زدگی بوروکراسی، از بین رفتن اصل بیطرفی، عدم تخصص گرایی در اداره، ناکارآمدی خطمشیهای مصوب و عدم اجرای کامل آنها توسط اداره. این پژوهش کیفی که رابطه بین مدیران دولتی دولت دهم (1388-1392) با منتخبان سیاسی قوه مقننه را بهعنوان موردمطالعه برگزیده است، با استفاده از تحلیل مضمون مصاحبههای نیمه ساختاریافته با 25 نفر از منتخبان سیاسی مجلس، مدیران دولتی زیرمجموعه قوه مجریه و افرادی که هر دو نقش را تجربه کردهاند، با استفاده از انتخاب مشارکتکنندگان به روش گلوله برفی انجامشده است. نتایج این پژوهش نشان میدهد که عوامل نهادی و ساختاری که مرتبط به ساختار سیاسی ایران است، عوامل اجتماعی، عوامل شخصیتی و فردی، عوامل اقتضائات سیاسی در آن دوره خاص نقش تعیینکنندهای بهعنوان دلایل شکلگیری مداخلات خطمشی- اداره داشتهاند که برای رفع مشکلات شکلگرفته این عوامل و دلایل باید رفع شوند. | ||

The purpose of this research is to investigate the causes of policy-administrative interventions and the problems that have caused these interventions. Problems such as the politicization of the bureaucracy, the loss of the principle, lack of specialization, inefficiency and lack implementation of policies approved and formation of political impasse. This qualitative research that selects the relationship between public administration of the tenth government (2009-2013) and political elected representatives of the legislature as a case study. Using the theme-based analysis of semi-structured interviews with 25 political parliamentary choices, general executives and those who have both experienced the role that with Selection of contributors by snowball method. The results of this research show that the institutional and structural factors related to the political structure, Social factors, personality and personality factors, political agents in that particular period played a decisive role as the reasons for the formation of this destructive politics – Administration | ||
