چکیده
زمینه: موضوع قاچاق کالا و ارز در کشور، رخدادی کتمان‏نشدنی است که آثار و عواقبی برای کشور در پی دارد. بر اساس آمار و شواهد رویکرد موجود در راه مبارزه با قاچاق کالا و ارز نتوانسته است این معضل را سامان ببخشد.
هدف: هدف این پژوهش، تحلیل رویکرد موجود و نقد آن در جهت تغییر در آن است تا به رویکردی نو و اثربخش دست یافت.
روش پژوهش: روش گردآوری داده‏ها، مصاحبه و روش تحلیل داده‏ها، تحلیل مضمون است. روش نمونه‏گیری، به‏صورت هدفمند و گلوله‏برفی است و برای جمع‏آوری داده‏ها، به خبرگان حوزة قاچاق مراجعه شد.
یافته‏ها: داده‏ها و یافته‏های تحقیق شامل نظرهای مصاحبه‏شوندگان در خصوص مؤلفه‏های موجود در زمینة حکمرانی قاچاق کالا و ارز است که با تجزیه‏وتحلیل صورت‏گرفته، در قالب مضامین فراگیر، ارائه شدند.
نتیجه‏گیری: بر اساس نظرهای مصاحبه‏شوندگان رویکرد موجود در مبارزه با قاچاق کالا و ارز در شش مضمون فراگیر دسته‏بندی می‏شود: الکترونیکی، قانون، عملیاتی، فرهنگ‏سازی، اقتصادی و قضایی. با وجود تنوع در مؤلفه‏ها، مشاهده می‏شود که عمدة مؤلفه‏ها، مربوط به دو نوع از مضمون‏های الکترونیکی و قانون است.

Background: The issue of smuggling goods and currency in the country is an undeniable occurrence that has significant effects and consequences. According to statistics and evidence, the current approach to combating smuggling has failed to address this problem effectively.
Objective: The aim of this research is to analyze the existing approach and critique it to facilitate a shift towards a new and effective strategy.
Research Method: The data collection method involves interviews, and the data analysis method is thematic analysis. The sampling method is purposive and snowball sampling, and experts in the field of smuggling were consulted for data collection.
Findings: The findings of the research include the opinions of interviewees regarding the components related to the governance of smuggling goods and currency, which were presented in the form of overarching themes based on the analysis conducted.
Conclusion: Based on the opinions of the interviewees, the current approach to combating smuggling goods and currency is categorized into six overarching themes: electronic, legal, operational, cultural promotion, economic, and judicial. Despite the diversity of components, it is observed that most components relate to two types of themes: electronic and legal.
