| چکیده | ||
| هدف: پژوهش حاضر با هدف شناسایی، طبقهبندی و تحلیل حمایتهای دولتی از صنعت نشر ایران، شامل ناشران، توزیعکنندگان و کتابفروشان، بر اساس قوانین و مقررات مصوب تا 1403 شمسی انجام شده است. این مطالعه به دنبال درک عمق و گسترة این حمایتها در طول زمان است. روش: این پژوهش از روش تحلیل محتوای کیفی نظاممند برای دستیابی به هدف پژوهش بهره گرفته است. جامعه آماری شامل 37 قانون و مقرره مرتبط با صنعت نشر است که در بازه زمانی مورد مطالعه تصویب شدهاند. دادهها (متن کامل قوانین و مقررات) با استفاده از نرمافزار «مکس.کیو.دی.ای.» و طی فرایند کدگذاری سه مرحلهای (باز، محوری، و انتخابی) تحلیل شدند. این فرایند منجر به استخراج 232 کد اولیه و سپس دستهبندی آنها در حوزههای فراگیر گردید. یافتهها: یافتهها نشان داد که حمایتهای دولتی از صنعت نشر ایران به هشت حوزه فراگیر تقسیم میشوند: مالی و زیرساختی، خلق محتوا، دسترسی و توزیع، ترویج و عمومیسازی، تنظیمگری، سازمانی و نهادی، شبکهسازی و آموزشی، و نهادسازی و مدیریتی. حوزه دسترسی و توزیع با اشاره در 17 قانون/مقرره و مالی و زیرساختی با 15 قانون/مقرره، بیشترین فراوانی را داشتند. تحلیل تاریخی نشان داد که رشد قابل توجهی در قوانین حمایتی بین سالهای 1371 تا 1390 شمسی رخ داده است. حمایتهای دولتی از صنعت نشر ایران جامع و چندوجهی است، اما نوساناتی را در طول زمان تجربه کرده است. کتابخانهها نقش محوری در این حمایتها دارند و وزارت فرهنگ و ارشاد اسلامی نهاد اصلی متولی است. تأکید بر محتوای منطبق با ارزشهای اسلامی/ایرانی، حمایت از مالکیت فکری، و توجه فزاینده به دیجیتالسازی و گروههای خاص از ویژگیهای بارز این حمایتهاست. نتیجهگیری: این پژوهش با ارائه یک تحلیل جامع، نظاممند، و تاریخی از حمایتهای دولتی، خلأ موجود در ادبیات پژوهشی را پر میکند و چارچوبی نوین برای طبقهبندی این حمایتها ارائه میدهد. نتایج این مطالعه برای سیاستگذاران، فعالان صنعت نشر و پژوهشگران دانشگاهی در جهت تدوین استراتژیهای آتی، ارزیابی اثربخشی سیاستها و انجام پژوهشهای بیشتر در این حوزه، کاربردی و ارزشمند هستند. | ||

| Objective: This study aims to identify, classify, and analyze government support for the Iranian publishing sector, including publishers, distributors, and booksellers, based on laws and regulations enacted to 2024. The research seeks to understand the depth, breadth, and evolution of these supports over time. Methodology: A systematic qualitative content analysis approach was employed. The study population comprised 37 relevant laws and regulations passed within the specified timeframe. Data (full text of laws and regulations) were analyzed using MAXQDA software through a three-stage coding process (open, axial, and selective coding). This process resulted in the extraction of 232 initial codes, subsequently categorized into broader thematic areas. Findings: The findings indicate that government support for the Iranian publishing sector falls into eight overarching areas: Financial & Infrastructure, Content Creation, Access & Distribution, Promotion & Publicization, Regulation, Organizational & Institutional, Networking & Education, and Institutionalization & Management. "Access & Distribution" (referenced in 17 laws/regulations) and "Financial & Infrastructure" (15 laws/regulations) were the most prominent areas. Historical analysis revealed a significant increase in supportive legislation between 1992 and 2011. Government support for the Iranian publishing sector is comprehensive and multifaceted, yet it has experienced historical fluctuations. Libraries play a central role in these supports, with the Ministry of Culture and Islamic Guidance serving as the primary governing body. Key characteristics include an emphasis on Islamic/Iranian values in content, protection of intellectual property rights, and growing attention to digitalization and specific demographic groups. Conclusion: This research offers a comprehensive, systematic, and historical analysis of government support, addressing a significant gap in the existing literature. It provides a novel classification framework for understanding these diverse supports. The study's findings are highly applicable and valuable for policymakers, publishing industry stakeholders, and academic researchers for future strategic planning, policy evaluation, and further scholarly inquiry in this domain. | ||
