چکیده
استفاده از زنجیره بلوکی برای توکن‌سازی دارایی‌ها در سال‌های اخیر رواج پیدا کرده است. توسعه این فناوری منجر به شکل‌گیری منازعات سیاستی میان بازیگران تثبیت‌ شده‌ مالی و پولی و نوآوران شده است. هدف از این پژوهش، بررسی این منازعه سیاستی و تأثیراتی است که بر روی توسعه این فناوری داشته است. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با ذی‌نفعان کلیدی، تحلیل محتوای رسانه‌ای و بررسی اسناد سیاستی، گردآوری و با روش تحلیل مضمون تحلیل شده‌اند. یافته‌ها نشان می‌دهند دو ائتلاف اصلی شکل گرفته‌ است. ائتلاف محدودساز–تنظیم‌گرانه شامل بانک مرکزی و سازمان بورس و ائتلاف توسعه‌گرایانه متشکل از وزارت اقتصاد، وزارت صمت، معاونت علمی و اقتصاد دانش‌بنیان و فعالان بخش خصوصی. نتایج پژوهش نشان می‌دهد که یادگیری سیاستی، راهبرد اصلی ائتلاف حامی توسعه این فناوری برای اجرای سیاست‌هایش بوده است. این مطالعه ضمن پرکردن شکاف تجربی موجود در ادبیات سیاستگذاری عمومیِ توکن‌سازی داریی‌ها، ظرفیت نظریه ائتلاف‌ حامی را برای تحلیل سیاست‌های فناوری در بسترهای سیاسی متفاوت بررسی می‌کند.

The use of blockchain for asset tokenization has become widespread in recent years. This technological diffusion has generated policy conflicts between entrenched financial and monetary authorities and innovators. This study aims to examine the conflict. Data were gathered through semi-structured interviews with key stakeholders, media content analysis, and a review of policy documents, and were analyzed via thematic analysis. The findings show two main coalitions: a restrictive–regulatory coalition, comprising the Central Bank of Iran and the Securities and Exchange Organization, and a development-oriented coalition, composed of the Ministry of Economic Affairs and Finance, the Ministry of Industry, Mine and Trade, the Vice-Presidency for Science, Technology, and Knowledge-Based Economy, and private-sector actors. The results indicate that policy learning has been the pro-development coalition’s principal strategy for advancing and implementing its agenda. The study fills an empirical gap in the public policy literature on asset tokenization and tests the Advocacy Coalition Framework’s capacity to analyze technology policy across differing political contexts.
