چکیده
Strategic performance evaluation of an organization within the industry environment is one of the basic and most important prerequisites of organizational improvement plans. In today’s knowledge-based economy and dynamic environment, it is essential for universities as the centers of education, knowledge creation and knowledge worker evolvement. Till now, variant models with different approaches are deployed to evaluate aspects of the organizations, within various industries. Balanced Scorecard is one of the powerful models for performance evaluation, which analyzes all aspects of the organization evenly. In this paper with the consideration of BSC strength in performance evaluation, it is used in combination with the TOPSIS technique to evaluate and ranking of the best’s Iranian Business Schools. The results could be used in developing plans for these schools as well as other Iranian Management and Business Schools beside it’s coefficient in adapting BSC to higher education and suitable combination of BSC with TOPSIS as a model of performance evaluation.

ارزیابی راهبردی عملکرد سازمان در محیط صنعت همواره یکی از اولین و اساسی‌ترین پیش‌نیازهای تدوین برنامه‌های بهبود برای سازمان‌ها می‌باشد و از اهمیت بالایی برخوردار است، تا آنجاکه یکی از امور جاری سازمان‌ها شناسایی نقاط قوت و ضعف خود می‌باشد. این امر در اقتصاد دانش محور و محیط پرتلاطم امروزی در مورد دانشگاه‌ها که مراکز آموزش و تولید دانش و نیروی کار دانشی هستند، از اهمیت مضاعفی برخوردار است. تا به امروز در صنایع مختلف از مدل‌های متفاوتی جهت ارزیابی عملکرد راهبردی، استفاده شده است که هریک با رویکردی متفاوت به تحلیل ابعاد سازمان پرداخته‌اند. یکی از مدل‌های راهبردی کارا در این زمینه، مدل کارت امتیازی متوازن می‌باشدکه به بررسی متعادل تمامی جنبه‌های سازمان می‌پردازد، لذا در این تحقیق با در نظرگرفتن نقاط قوت مدل کارت امتیازی متوازن در ارزیابی عملکرد راهبردی، از ترکیب آن با تکنیک تاپسیس جهت ارزیابی و رتبه‌بندی تعدادی از دانشکده‌های مدیریت برتر استان تهران استفاده شده است. به بیان دیگر در این مقاله با استفاده از مدل جبرانی تاپسیس به جمع‌بندی نتایج ارزیابی حاصل از مناظر مدلBSC پرداخته شده است. ‌نتایج این پژوهش علاوه براینکه می‌تواند به طور کاربردی برای برنامه‌ریزی بهبود دانشکده‌های مدیریت مورد بررسی و سایر دانشکده‌های مدیریت ایران بکارگرفته شده و در توسعه مدل کارت امتیازی متوازن در بخش دانشگاهی موثر است، بلکه ترکیبی مناسب از این دو تکنیک را برای جمع‌بندی نتایج حاصل از ارزیابی مناظر مختلف مدلBSC ارائه نموده است.
