| چکیده | ||
| با وجودی که تجزیه و تحلیل خطمشیهای عمومی برای سیستمهای خطمشیگذاری عمومی ضرورت محسوب میشود، یکی از عمدهترین مسائل سیستم خطمشیگذاری ایران، نبود معیاری برای تجزیه و تحلیل خطمشیهای عمومی است؛ به همین دلیل پژوهش پیش رو با هدف دستیابی به مدلی برای تجزیه و تحلیل خطمشیهای عمومی اجرا شده است تا با استفاده از روش تئوری دادهبنیاد چندگانه، به خلق تئوری و مدل تجزیه و تحلیل خطمشی عمومی متناسب با مقتضیات کشور بپردازد. برای این منظور، طی برگزاری مصاحبههای اکتشافی و عمیق با 40 نفر از سیاستگذاران کشور، مدل تجزیه و تحلیل خطمشیهای عمومی در ایران طراحی شد. مدل طراحیشده شامل سه بعد اصلی «تجزیه و تحلیل تدوین»، «تجزیه و تحلیل اجرا» و «تجزیه و تحلیل ارزیابی» میشود که هر یک از این ابعاد، اجزا و عناصر تشکیلدهندۀ تجزیه و تحلیل خطمشی عمومی را نشان میدهد. | ||

| Although public policy analysis is essential for public policy systems, the lack of public policy analysis is one of the most important problems of public policy making system in Iran. Thus, this research implemented to achieve a model for analyzing public policies, using multiple grounded theory method, to create theories and models compatible with the country`s conditions. For this purpose, public policy analysis model designed in Iran, based on deep interviews with 40 public policy makers. This model contains 3 main dimensions: “Formulation analysis”, “Implementation analysis” and “Evaluation analysis” that each of them shows the components and elements of public policy analysis. | ||
