چکیده
امروزه با توجه به افزایش مشکلات مسئله گردشگری توجه به رویکرد پایداری در گردشگری الزامی است. تحقیق حاضر با هدف شناسایی نیروهای ترغیب کننده و بازدارنده در توسعه گردشگری شهر کاشان و اولویت بندی استراتژی های مناسب انجام گرفته است. در این زمینه، پس از مطالعه مبانی نظری و پیشینه تحقیق،پنج شاخص اقتصادی، اجتماعی- فرهنگی، محیطی، نهادی و کالبدی- زیرساختی شناسایی و تجزیه و تحلیل شدند که این شاخص ها بر گردشگری پایدار شهر کاشان موثر هستند.این تحقیق از نظر هدف،کاربردی و از نظر ماهیت توصیفی پیمایشی می باشد. برای جمع آوری داده های مورد نیاز از پرسشنامه استفاده شده است. جامعه آماری این تحقیق را گردشگران و کارشناسان صنعت گردشگری و جامعه محلی شهر کاشان تشکیل می دهد.در این راستا ابتدا نیروهای ترغیب کننده و بازدارنده به وسیله مدلPIP شناسایی و سپس بر اساس روش ANP اولویت بندی گردیدند. در مرحله بعد مناسب ترین استراتژی های توسعه گردشگری پایدار استان به ازاء مهمترین نیروها تدوین شدند. در نهایت جهت اولویت بندی استراتژی ها، بین استراتژی های تدوین شده بر اساس زیر شاخص های تحقیق مقایسه زوجی برقرار شد و اولویت ها رتبه بندی شدند.نتایج تحقیق نشان داد "ایجاد اشتغال و درآمد زایی" و "افزایش هزینه کالاها و خدمات" مهم ترین نیروها میان نیروهای ترغیب کننده و بازدارنده بودند. در نهایت" بهره گیری بهینه و هدفمند از افزایش انگیزه مسافرت در بین مردم" و "نظارت بر قیمت اجناس از طرف سازمانهای مرتبط در طول فصول پر گردشگر" مناسب ترین استراتژی پیشنهاد داده شد.

Due to the problems of tourism, according to a sustainable approach to tourism is necessary. This study aimed to identify the forces which encourage or inhibit the development of tourism in the city of Kashan and prioritization strategy was appropriate. n this context, the study of literature and literature, five indicators of economic, socio-cultural, environmental, institutional and physical infrastructure were to identify and analyze the factors affecting the sustainable tourism. The research of Kashan the aim is functional and is descriptive in nature. A questionnaire was used for data collection is required. The population of the investigation tourists and experts from the tourism industry and the local community. In this regard, the formation of Kashan encourage or inhibit the PIP model were identified and then prioritized based on ANP method. The next step is the most appropriate strategy for sustainable tourism development in exchange for the forces were developed. Finally, to prioritize strategies, the strategies based on the following criteria established research paired comparison and ranking priorities result showed "jobs and income" and "increase the cost of goods and services" important Troops were among the most persuasive and dissuasive. The "efficient and targeted use of the incentive travel among the people" and "monitor the price of goods on behalf of organizations during the high tourist season" the most appropriate strategy was suggested.
