چکیده
تشابه رویکردها در حوزه‌های موضوعی مختلف پیش‌نیاز اصلی حرکت کشورها به‌سوی همکاری‌های فراگیر است. هدف این مقاله بررسی ابعاد اختلاف نظر در حوزۀ حقوق بشر به‌عنوان مانع اصلی فراروی روابط و همکاری فراگیر میان چین و اروپاست. از دید این نوشتار، با آنکه ظرفیت‌های همکاری در حوزه‌های اقتصادی و دیپلماتیک فراهم بوده و اسناد راهبردی دو طرف نیز مؤید این امر است، حقوق بشر به‌عنوان یک عامل ارزشی مانع از همکاری‌های فراگیر تا مقطع کنونی شده است. بنابراین با طرح این سؤال که چرا حقوق بشر تاکنون به‌عنوان مانعی در نیل به همکاری‌های فراگیر میان بیجینگ و بروکسل عمل کرده، ادعای نوشتار بر این محور قرار می‌گیرد که دو عامل تفاوت ادراکی و نقایص نهادی در مسئلۀ حقوق بشر مانع از همکاری میان طرفین بوده است. این مقاله با بررسی ظرفیت‌های همکاری فراگیر در بخش اول، روابط چین و اروپا را در پرتو مسئلۀ حقوق بشر در بخش دوم ارزیابی می‌کند.

Comprehensive cooperations between states depends to orientations similarity toward sectoral issues. The main goal of the article is evaluation of differences between china and Europe on human rights, that is main obstacle in front of comprehensive cooperatins. The article argues, in spite of promoting relations in some sectors such as diplomatic and economic, human rights is the most important impediment before strategic relations. The main question is, why the human rights is operating as obstacle toward Beijing and Brucceles relations? In the view of this article, the cognitional and institutional factors in the subject of human rights has created the impediments. Evaluation of comprehensive cooperations capacity between China and Europe and study of china- Europe relations with emphasis of human rights are the main sections of the article.
