| شناخت سازوکارهای دخیل در مدیریت مراتع و آگاهی از میزان تأثیرگذاری آنها، از مهم‌ترین راهکارهای بهبود وضعیت مراتع در شرایط کنونی کشور است. پژوهش کیفی حاضر از نظر هدف کاربردی، از لحاظ شیوۀ گردآوری داده‌ها پیمایشی و از نظر رابطۀ بین متغیرها، از نوع تحقیقات توصیفی- همبستگی است. حجم نمونه با استفاده از فرمول کوکران و تطبیق با جدول مورگان و کرجسی، برای بهره‌برداران پیرکوه و کلاک 84 نفر و برای بهره‌برداران گهکلام 30 نفر تعیین شد. مدلسازی معادلات ساختاری با روش حداقل مربعات جزئی انجام گرفت و از نرم‌افزار SmartPLS نسخۀ 3 استفاده شد. از میان چهار مؤلفۀ حکمرانی خوب، سازۀ مسئولیت‌پذیری که خود شامل مسئولیت‌پذیری در اجرا، مسئولیت‌پذیری در احیا و مدیریت و مسئولیت‌پذیری در نگهداری است، از اهمیت بیشتری (961/0) نسبت به سازه‌های کارایی و اثربخشی (960/0)، قانون‌محوری و عدالت (931/0) و مشارکت (895/0) برخوردار بوده است. هرچه تخصیص منابع مالی برای تأمین منابع آب و تجربه و دقت کارشناسان اجرایی و ناظر در وضعیت بهتری باشد و به زمان ورود و خروج دام بیشتر توجه شود، کنترل و مدیریت دام و پراکنش دام بهبود پیدا می‌کند و پروژه‌های احیایی و مدیریتی مراتع در مناطق مناسب‌تری جانمایی و اجرا می‌شوند. مسئولیت‌پذیری ناظران در پراکنش مناسب دام، بهبود کیفیت زندگی و ایجاد امنیت برای همۀ بهره‌برداران پس از اجرای پروژه‌ها، تناسب و هماهنگی میزان اعتبار مالی صرف‌شده با نتایج پروژه‌ها و مشورت و دخیل کردن نظر بهره‌برداران در اجرای پروژه‌ها، بیشترین تأثیر را در اجرای پروژه‌های احیایی و مدیریتی مراتع دارند. | ||

| Understanding the mechanisms involved and their effectiveness in managing rangelands is one of the most important tools to improve the condition of rangelands in the current conditions of Iran. The current qualitative research is applied in terms of purpose, survey in terms of data collection method and descriptive-correlational in terms of the relationship between variables. The sample size was determined based on the Cochran's formula and matching with Morgan and Karjesi's table as of 84 people for Pirkoh and Kalak stockholders and 30 people for Gehkalam stockholders. Structural equation modeling was established with partial least squares method and SmartPLS version 3 software was used. Among the four components of good governance, the structure of responsibility, which includes responsibility in implementation, responsibility in revitalization and management, and responsibility in maintenance, are more important (0.961) than the structures of efficiency and effectiveness (0.960), law-oriented and justice (0.931) and participation (0.895). The better allocation of financial resources for the provision of water resources and the experience and accuracy of executive and supervisory experts, the more attention is paid to the time of arrival and departure of livestock, the control and management of livestock and the distribution of livestock will improve. Therefore, the restoration and management projects of rangelands in more suitable areas are placed and implemented. The responsibility of supervisors in the proper distribution of livestock, improving the quality of life and creating security for all users after the implementation of projects, the appropriateness and coordination of the value of financial credit with the results of the projects, and consulting and involving the opinions of users in the implementation of projects, had the greatest impact on the application of rangeland restoration and management projects. | ||
