| «عمارت عالیه ی جهان،» «عجایب فارس» و «اعجاز معماری» عبارت هایی هستند که در ستایش «بند امیر» یا همان «سد عضد» گفته اند. سدی که در دوره ی امیر «عضدالدوله دیلمی» ساخته شد و علاوه بر همه ی کارکردهایی که در آبادانی منطقه ی فارس داشته، نشان می دهد که ایرانی ها در کارهای فنی و مهندسی قوی بوده اند. حالا این تعریف ها را بگذارید در کنار این جمله ی بعضی فرنگی ها درباره ی وضعیت آب تهران قدیم:«مردم تهران در شمال شهر از آب آلوده به کثافات نهرها و در جنوب شهر از کثافات مخلوط به آب می آشامند». با مقایسه این جمله و عبارت های اول متن که به فاصله ی چند صد سال، از قرن چهارم تا دهه ی 20 شمسی، قدمی جلو نرفته و حتی عقب تر هم آمده بودیم. «علیقلی بیانی» در این شرایط و در سال های سخت و پر آشوب دهه ی 1320کارش را شروع کرد؛ وقتی که سلطه ی کشورهای خارجی، مشکلات داخلی را به اوج خودش رسانده بود و آن قدر بحران در مملکت وجود داشت که میشد بیخیال کارهای زیربنایی شد، بیانی متخصصی بود که مسئولیت اجرایی و دولتی هم داشت و با کم ترین امکانات توانست خیلی از اولین ها را در حوزه ی آب به اسم خودش ثبت کند. | ||

| "The Great Building of the World," "Wonders of Fars" and "Miracle of Architecture" are the phrases that have been said in praise of "Band Amir" or "Azd Dam". The dam, which was built during the reign of Emir "Azd al-Doula Deilami" and in addition to all the functions it had in the development of Fars region, shows that Iranians were strong in technical and engineering works. Now put these definitions next to this sentence of some foreigners about the water situation in old Tehran: "The people of Tehran in the north of the city drink water contaminated with dirt from the rivers and in the south of the city, they drink water mixed with dirt." By comparing this sentence and the first sentences of the text, we have not progressed a step forward and even backward in the space of several hundred years, from the 4th century to the 20th century. "Aliqali Bayani" started his work in these conditions and in the difficult and turbulent years of the 1320s; When the domination of foreign countries had brought the internal problems to its peak and there was so much crisis in the country that one could not care about the infrastructure works, it was an expert statement that had executive and governmental responsibility and with the least resources he was able to do many of the first things. to register in the water area under his own name. | ||
