| چکیده | ||
| سیاستنامه یکی از ابزارهای کمک به فرایند تصمیمگیری در هر کشور است. طرح چارچوبی برای شیوه نگارش سیاستنامه زمینه را برای انتقال مناسب راه حلها برای مسئله سیاسی و راهبردی در چرخه سیاستگذاری فراهم میسازد. برای این کار مقاله حاضر نخست به جایگاه علم سیاستگذاری به عنوان علم در عمل برای کمک به مراکز راهبردی مثل دولت در علوم سیاسی میپردازد. پس از آن در فرایند سیاستگذاری توجه به چرخه سیاستگذاری به عنوان مبنای تصمیمگیری منطقی مطرح میشود. با شناخت فرایند سیاستگذاری، امکان تمایزگذاری بین دو نوع نوشتار راهبردی -مطالعه سیاستگذاری و سیاستنامه امکانپذیر میگردد. در نهایت مقاله به شیوه نگارش سیاستنامه از معیارهایی که برای توصیف مسئله، تحلیل مسئله و در مرحله سوم سناریوسازی و ارائه راهحل اشاره دارد. لازم به ذکر است که این شیوهها به عنوان مبنای راهنما مطرح است و روش تجویزی محسوب نمیشود. لذا یکی از راههای پیشنهادی یا یک الگو و راهنمای ارتباطی بین مراکز راهبردی و مشاوره دهی و مقامات تصمیمگیر در سطح کلان جامعه محسوب میشود. | ||

| Writing a policy paper as a main instrument nowadays in decision making in any country needs to know how to write it methodologically for better transmitting the policy alternatives or options in the policy cycle. In doing so the paper at first examines the standing of public policy in the strategic studies as a science in praxis and then introducing the policy cycle process as the base of logical decision-making. In addition it needs to differentiate between the two style methods in the policy process namely policy study and the policy paper. In the last section the paper does investigate the policy paper by divide it up into the problem agenda, problem analysis, scenario-making and bringing the proper solutions. Let to note what applied here it is just a guide booklet to writing the policy paper not as a prescription it. | ||
