چکیده | ||
این پژوهش در صدد پاسخگویی به این سئوال است که طی سه دهه گذشته چه عواملی کشورهای اروپایی را به اصلاح در روندهای حکمرانی عرصه آموزش عالی واداشته است و اصلاحات مورد نظر چگونه ظهور و بروز داشته و چه پیامدهای به جا گذاشته است؟ پژوهش با این فرضیه که الزامهای داخلی و خارجی کشورهای اروپایی را به سمت تحول در حکمرانی نظام آموزش عالی و تحقق حکمرانی چندوجهی به جای حکمرانی صرفاً دولتی سوق داده است به بررسی موضوع پرداخته است. یافتههای مقاله نشان میدهد که مسائلی چون جهانی شدن، تغییر ماهیت اقتصاد جهانی، تشدید رقابتهای اقتصادی از سوی شرکای اتحادیه و غلبه بر پیامدهای بحران اقتصادی به عنوان موضوعات و چالشهای خارجی و رشد اقتصادی پایین، افزایش نرخ بیکاری،کهنسالی جامعه اروپا، تغییرات آب و هوایی و کمبود منابع انرژی و چالشهای اجتماعی به عنوان عوامل داخلی موجب تحول در حکمرانی نظام آموزش عالی اروپا شده است. پیامدهای این تحول نیز در شکل پاسخگویی، رقابتپذیری، تحرک پذیری، بینالمللی شدن، شبکهای شدن و تخصصی شدن دانشگاه ظهور و بروز یافته است. | ||

This research seeks to answer this question: what factors have prompted European countries to reform in higher education trends over the past three decades, and how the reforms have come about and what has been left behind? The research addresses the issue with the hypothesis that the domestic and foreign requirements of the EU countries have led to a change in the governance of the higher education system and the realization of multidimensional rule instead of purely state governance. The findings of the paper show that issues such as globalization, the changing world economy, the intensification of economic competition and economic crisis as external issues and low economic growth, and social challenges as internal factors have led to a change in the governance of the European higher education system . The consequences of this transformation have also emerged in the form of responsiveness, competitiveness, mobility, internationalization, networking and university specialization. | ||
