چکیده | ||
یکی از چالش های دولت های معاصر، رویارویی با مشکلات پیچیده و یکی از بهترین راهکارهای مواجه با آنها، نوآوری خطمشی است. هدف از تحقیق حاضر، بررسی محرک ها و موانع فردی حمایت از نوآوری خط مشی توسط بوروکرات های سطح خیابان است. از این رو اجرای خطمشی بودجه ریزی مبتنی بر عملکرد در ایران به صورت موردی و با استفاده از روش تحلیل مضمون مطالعه شد. این خط مشی یک نوآوری برای حل مشکل بغرنج ناکارامدی نظام بودجهریزی در بخش عمومی بود. یافته ها نشان داد که بوروکرات های سطح خیابان به دلیل حرفه ای گرایی، مقابله و بیگانگی از خط مشی در مقابل اجرای خط مشی های جدید مقاومت میکنند و تشویق کارکنان، حمایت مدیران از نوآوری، نظارت دقیق بر انجام کار و دادن بازخورد و توانمندسازی کارکنان برای انجام فعالیت ها و اقدامات جدید، محرکهای حمایت آنها از اجراییشدن خط مشی های جدید هستند. پیشنهاد میشود در هر ابتکار نوآورانه برای رویاروی با مشکلات پیچیده؛ نیازها، ارزشها، منافع کارکنان و توانمندسازی آنها برای اجرای خط مشی های جدید و جلب حمایت کامل مدیران از نوآوری خطمشی در کانون توجه خط مشی گذاران بخش عمومی قرار گیرد. | ||

One of the challenges of contemporary governments is to face wicked problems and one of the best solutions to face them is policy innovation. The purpose of the current research was to investigate the individual drivers and barriers to support policy innovation by street-level bureaucrats.Therefore, the implementation of the performance-based budgeting policy in Iran was studied using thematic analysis method. This policy was an innovation to solve the wicked problem of the inefficiency of the budgeting system in the public sector.The findings showed that street-level bureaucrats resist the implementation of new policies due to their professionalism, confrontation and alienation from the policy, and encourage employees, support managers for innovation,closely monitor work performance and give feedback, and empowering employees to perform new activities and actions are the drivers of their support for the implementation of new policies. | ||
